English refereeing chief Howard Webb has criticised FIFA’s decision to overturn Folarin Balogun’s red card at the World Cup 2026, saying the reversal has raised serious concerns about how football authorities make and explain disciplinary decisions.
Webb said the decision troubled him because pressure from a politician had been placed on FIFA and was openly acknowledged. Balogun’s suspension was then removed for the tournament through a special process that, in Webb’s view, had not been in place before the competition began.
The issue, he argued, goes beyond whether the original red card was right or wrong. Webb said the lack of clarity around the reversal can weaken confidence in football’s governing bodies, particularly when an exceptional procedure appears to be introduced after a specific incident.
He also warned that such decisions give rise to claims that football’s disciplinary system is influenced by hidden interests. Webb said public debate increasingly treats decisions not simply as mistakes or correct judgements, but as evidence of corruption when people disagree with them.
The former referee said social media has intensified that reaction. When a ruling is changed without a process that supporters clearly understand, it creates room for people to suspect that similar interventions are taking place behind the scenes, even when there is no evidence for those theories.
Webb’s criticism therefore focused on FIFA’s handling of the case rather than only on Balogun’s dismissal. He maintained that the combination of admitted political pressure and an apparently newly created review route risks damaging trust in the integrity of football decisions at the World Cup 2026.
