Twenty-two European nations have never reached a World Cup

Twenty-two of the 54 UEFA member nations have never qualified for a FIFA World Cup. This group of nations remains without a debut as the 2026 qualifying cycle progresses, despite Europe being allocated 16 places for the expanded tournament.

Some of these nations have found success in other competitions. Albania has competed in the European Championship at Euro 2016 and Euro 2024 but lacks a World Cup appearance. Georgia reached the knockout stages of Euro 2024 after making their tournament debut, while Finland qualified for Euro 2020.

Georgia also reached the European play-offs during the Qatar 2022 qualifying cycle, where they defeated Italy before falling to Portugal in the final round. Other nations with recent or historical European Championship experience include Lithuania and Montenegro, though neither has reached a World Cup.

Several nations have long histories of participation without success. Luxembourg has been involved in World Cup qualifying since the first tournament in 1934. Cyprus has been competing in qualifying since 1994, and Azerbaijan has participated in UEFA qualifying for decades without reaching the finals.

Smaller footballing territories and nations also remain on the list. San Marino has been part of World Cup qualifying since 1994 but has not secured a competitive victory in the competition. Andorra has been involved in qualifying since 2002, while the Faroe Islands have not qualified for any major international tournament since joining UEFA in 2013.

Other countries yet to qualify include Belarus, Kazakhstan, and Montenegro. The list of nations waiting for a first appearance is completed by Liechtenstein, Malta, Moldova, and San Marino.
